Can you use hydrogen peroxide to bleach hair?

Can you use hydrogen peroxide (3% H2O2) to fade small sections of hair? I mean, I've heard of using peroxide to lighten hair, but I'm wondering if hydrogen peroxide will work. Just for some minor accoutrements, like annoying black hairs near my belly button...

I would cut a a swatch of whisker off and wrap a small rubber band around it so that you will have an adequate amount of hair's breadth to work with. Then, I would put the peroxide on it and then blow dry it. If it isn't light enough, then do it again.
