What is the purpose of using a stabilizer in peroxide bleaching of cotton fibers?

It is customery to use a Stabilizing factor in the bleaching bath during Hydrogen Peroxide bleaching is carried out. What is the purpose of it? I have seen that some people are not using them during bleaching. Can anybody resolve?
