would hydrogen peroxide antiseptic be effective if left on a shelf for a long period of time?

When hydrogen peroxide antiseptic is rigorously panty hose capped and left on the shelf for a long period of at the same time, the bottle is observed to swell. When opened, it "hisses" noticeably. Why does this upon? Is the antiseptic still effective?

Acting post-haste I got the homemade cure and clean all, hydrogen peroxide and alcohol, but the only thing missing was the red material- iodine solution. All I could think of was- Lock-jaw! As a kid the horror stories that were told to us by the teenagers
