I yen to bleach my arm hair but not my skin. I've found recipes that says to use 80% peroxide 20% h2o but no one will say if it will counterfeit the skin in anyway. I just want lighter hair.

No, hydrogen peroxide will eventuate your skin whiter for the moment..but once you wash your hands or fell it will go away!
